       Licence Fee Concession Scheme
 


In light of the current economic downturn and its impact on the estate agency trade, the EAA has decided to offer a one-off, six-month licence fee concession to licensees. The Estate Agents (Licensing) (Amendment) Regulation 2009, which gives effect to the scheme, has already been passed by the Legislative Council.

From 1 May 2009 to 30 April 2010

Amount of fee concession

The maximum amount of fee reduction1 for the different types of licences during the one-year concession period is as follows:

1If an applicant is granted a licence with a validity period of less than 12 months, the concession amount will be pro-rated.

Ways to obtain a fee concession

1. Licence renewal

  • Licensees are eligible for the full concession when granted a 12- or 24-month licence within the concession period. Licensees granted a 12-month licence have to pay only half the original fee, as stated in Table 1.

  • The fee concession scheme also covers new licence applications.

  • Licensees who hold more than one licence are eligible for the fee concession for each licence.

2. Refund applications

  • Anyone who has paid the original licence fee for a licence whose validity falls within the concession period can also apply for a refund.

  • Refund applications must be submitted during the concession period (i.e. 1 May 2009 to 30 April 2010). The refund amount will be proportional to the validity period of the licence falling within the concession period. Examples

  • Applicants for a refund should fill in a refund application form and return it to the EAA. The form will be posted on the EAA website for download on 1 May 2009. It is estimated that refund cheques will be mailed out within four weeks of receipt of all the required information. (To facilitate the processing of refunds, the EAA will not issue cash refunds. Refund cheques will also be made payable to applicants only.)

  • Licensees can find out the amount of the refund by inputting their licence information in the Fee Concession Calculator.

3. Licence renewal after a refund application

  • For a licensee whose licence expires before 30 April 2010 and has applied for a refund, the licence fee payable when he renews his licence is equivalent to the original licence fee minus the remaining concession amount he is eligible for. Licensees can find out the amount of the licence fee payable by inputting their licence information in the Fee Concession Calculator.

  • The total fee concession for each licence (i.e. the refund plus the reduction amount upon licence renewal) will not exceed the relevant amount specified in Table 1.
